The Ukraine has been a particular problem with respect to natural gas
exports for Russia, because it has used a significant share of Russia’s
natural gas exports, without paying market price for them (Figure 4). In
fact, some of the time, it didn’t even pay the below-market price the
Ukraine had contracted for, for natural gas exports–the reason for the
Ukraine’s debt to Russia.
